Import Particle Policy Layer by Layer



For a long time, imported particulates are not common in China, and policies and regulations in related fields are not perfect. Only in 2014, the China Waste Plastics Association organized a communication with relevant departments such as environmental protection and customs, and proposed "three unified" supervision methods, so that most of the plastic recycled particulates are regulated according to general raw materials, not in accordance with solid waste management. But driven by profits, various phenomena of adulteration, false reporting and concealment can not be stopped. In 2018, the General Administration of Customs Supervision Department sent urgent documents to the Guangdong Branch and its directly affiliated customs offices to recycle plastic particles. If the color, size and shape of the particles are the same as those of the imported goods in batches, and the packaging is the same, and the requirements of the relevant specifications and standards of plastic materials or products are met, the solid waste supervision may not be complied with. It is the "Three Consistencies" principle in the market.



In September, Shenzhen Polymer Industry Association issued the "Rapid Identification Method for Imported Recycled Plastic Particles and Imported Solid Waste Plastics", which was officially implemented one month later on October 13, 1981. "Identification method" plus "odor" and "dust" detection requirements. It is required that the shape of recycled plastic particles should belong to a shape category, which includes cylindrical, ellipsoid, ellipsoid, oblate and quasi-spherical shapes. Ellipsoid, ellipsoid, oblate and quasi-spherical shapes should be allowed to mix with each other, and fewer connexions should be allowed. The color of dust should be basically the same as that of the main system and the requirements should be met.
